- Education: a Bachelor's degree in any discipline, adequate knowledge of computer applications, and the prescribed Odia language qualification — you must be able to read, write and speak Odia.
- Age 21–42 years as on 1 January 2026 (born between 2 January 1984 and 1 January 2005). Relaxation: SEBC/SC/ST/Women/ESM +5 years, PwD +10 years.
- Selection: a written examination of 400 marks — General Awareness, Reasoning & Mental Ability with Mathematics, English, and Odia — with −0.25 negative marking and per-paper qualifying marks (35% for UR/SEBC, 30% for SC/ST, 28% for PwD), followed by a Computer Skill Test of 50 marks (practical, qualifying at 40%). The final rank is on the written marks only. The written exam is tentatively on 17 January 2027.
- Pay: ₹35,400 (Level-9, Cell-1 under ORSP Rules 2017) plus allowances.
- ₹700 application fee for all candidates other than those exempt below.
- SC and ST candidates of Odisha, and PwD candidates, are exempt from the fee.
- The fee is refunded only to candidates who actually appear in the written examination.
Photo & signature — what the form asks
- The advertisement does not print a fixed KB size for the photo and signature — upload them in the format and size the portal asks for on the upload screen.
- Keep a recent colour photograph and a clear signature scan (signed on white paper) ready before you start.
- Upload only clear, readable scans; a blurred photo or signature can get the form rejected.
Photo & signature — do’s and don’ts
Do this
- Apply only from 9 November 2026, when the window opens, and finish well before 30 November (5:00 PM).
- Check the Odia language condition — reading, writing and speaking Odia with the prescribed qualification is compulsory.
- Keep a computer-knowledge certificate ready; adequate computer knowledge is part of eligibility.
- Remember each paper has its own qualifying marks — a high total does not save a paper below the cut-off.
- Appear in the exam if you want the fee back — the refund goes only to those who actually appear.
Avoid this
- Do not apply without the Odia qualification prescribed in the advertisement.
- Do not treat the Computer Skill Test as optional — it is qualifying at 40% and compulsory to pass.
- Do not wait for the last evening; applications close at 5:00 PM on 30 November.
- Do not enter a category different from your certificate — 114 posts are earmarked for women within categories.
- Do not skip a paper thinking the total will carry you; per-paper qualifying marks apply.

Common mistakes that get forms rejected
- Assuming the fee is gone for good — it is refunded, but only to candidates who actually appear in the written exam.
- Ignoring per-paper qualifying marks and preparing only for a high total.
- Applying without the prescribed Odia qualification.
- Treating the Computer Skill Test as a formality — failing its 40% qualifying mark ends the candidature.
